Can anyone identify the uniform being worn in this photo? (Most likely WW2, possibly Norwegian)

Helping a friend research their family tree I've come accross this photo and would like to confirm my suspicions that it is a Norwegian Naval Uniform.

Can anyone enlighten me please? Any help would be greatly appreciated.

As a comparison, here is a Norwegian sailor during United Nations week in June 1943. He has a similar cap with insignia and what appears to be his boat's name around the edge. His scarf with the white stripes on light color and three lines also appears similar.

The differences are with the length of the writing on the cap, the lack of patches on the left arm, and slight differences in insignia on the cap. Is it possible that your friend's sailor is in training and not assigned to a boat?

The uniform is definitely wartime. During periods of peace, the tally (hat band) would include the name of the ship he was serving on. This was usually removed in a combat theater to avoid giving the enemy a potential source of intel on ship locations, etc.

The only insignia I can see is the one atop the pork pie. This would appear to be Norwegian. Here's the WW2 Royal Norwegian Navy's mascot Bamse wearing the same cap, and a collection of Norwegian sailors wearing the same cap at Bamse's funeral in 1944, along with the Norwegian flag.
