How come most totalitarian leaders end up being the opposite of what they advocate?

The Soviet Union was a federation of multinational republics and as such there is nothing hypocritical about it being lead by a Georgian.

As for Hitler, he believed that all German peoples belonged in a united German Reich, so from his point of view there was nothing hypocritical about his living and running for office in Weimar Germany.
