The quote "the enemy has for the first time used cruel bombs to kill and maim extremely large numbers of the innocent" is attributed to Emperor Hirohito, who kept his position after the Second World War as the only condition for Japanese surrender.

I don't know of any sources that say that Tojo made such a statement.
