Are you discounting the predecessors to the Inca? The Inca empire was only a major player in the Andes beginning in the 15th century AD. Dozens of states rose and fell in the highlands of Peru and Bolivia before then: the super-regional Chavin religious cult, the bureaucratic Wari empire, the economic powerhouse of Tiwanaku, the pastoral Recuay chiefdoms, the competing fortified citadels of the Pukara polities, etc. There's far too many to describe here.
