Not in England, though possibly in the US. According to publishing historian J W Saunders in The Profession of English Letters, The Times in England had a circulation of just 5,000 in 1815 -- before the development of the telegraph in the 1830s and 1840s. Newspapers in England basically had smallish circulations* until the abolition of a range of taxes from the 1850s, after which they expanded. He compares the early English newspapers' small readerships with much bigger readerships in the US, though I can't find any definite figures of how big US newspaper circulations were.
