The Three-Fifths Compromise seemed like a fair deal for Northern and Southern whites at the time -- slaves would count as 3/5 of a person for apportionment purposes (something the South wanted) and for direct taxation (something the North wanted). Since Congress didn't end up using direct taxation to raise most of its revenue, the South clearly got the better end of the deal in retrospect. Source = Michael Meyerson, Political Numeracy, 2003.
