There are two connected elements here, the break with Rome and the religious shift to protestantism.

Henry was always the deciding factor and was religiously conservative. Even his version of the church of England was barely Protestant.

There was a Protestant movement, heavily influenced by Lutheranism. Important figures such as Cromwell and Latimer were committed Protestants and tried to guide Henry this way. Henry himself shifted according to his views, and the political situation.

Historians have debated the question of how much the reformation came from above or below. G. R. Elton emphasised the reformation as an administrative act of government while A. G. Dickens believed there was a strong domestic movement for reform which had evolved from the Lollards of the 14-15th century. More recently, Eamon Duffy has demonstrated that traditional catholicism had more popular support than many realise.
