South Asia gets most of its rain during the monsoon season which leads to flooding. Rain outside the monsoon season isn't as heavy and outside the monsoon season most places are dry hot and humid leading to shortages of water. Transporting water to were it is needed is also a problem because populations maybe concentrated/costs/distance in drier parts of South Asia.
