I have searched Google Scholar and my College's search engine and I cannot find anything remotely similar to that phrase. One of the few sites that gave any sort of source is an old Angelfire blog. source
It mentioned it was from a speech on April 19, 1923 I searched for speeches given around that time and there was only one on April of 1923 and it did not mention the word bureaucracy anywhere.
I wanted to use this quote in an essay but couldn't find any source. I looked through the speeches too.
