one a basic biological level if you define dwarves was "people as below" x height as opposed to genetically the answer is indubitably yes given that lack of proper nutrition stunts growth (hence why we are so much taller today than we used to be. This just side steps the genetic question though in favor of a "are people shorter" one (but iirc from ap bio it is an accurate partial answer given "Achondroplasia" isn't the only definition of dwarfism as some definitions are just height).
