Yes, that's called a "palmesel" and though your picture doesn't show it, I'm betting that it's on wheels. This type of icon was traditionally used in Europe and drawn on a procession on Palm Sunday. They have lots of examples of these in European art museums, such as the Victoria and Albert and the Historisches Museum in Basel.
