I'm not sure how local government works in your part of the world, but do you have any city/district/county/etc councillors or local legislative representatives you can contact? 7,000 signatures on a local petition to save a cinema is pretty impressive - whilst they probably can't do anything legally, getting local representatives on-board could definitely help put pressure on the owners to pay attention to what locals want. Likewise with local press.
