Was the shift in roles of women between the cities of Constantinople and Istanbul due to progressive policies, or was it due to the natural onset of progressive ideas as time passes?

I have been reading up on the differences between the two and Istanbul was more progressive towards women, but was this due to their actual beliefs and policies, or was it just because Istanbul came at a later time in history and thus was more likely to be progressive due to this?

I know that compared to other Middle-Eastern nations, the situation in Istanbul has been much more liberal towards women, but I take issue with your claim that Constantinople was a real city. We know that New Amsterdam once preceded New York (people liked it better that way) but this is no proof that another major city such as Istanbul was preceded by a city with a silly name such as Constantinople.

Perhaps there may be some anecdotal evidence on the fringes of scholarship, but we can't know for certain until more sources have been acquired. Any and all requests for releases from the government in Ankara have be rebutted with the statement that the information is nobody's business but the Turks.
