Unfortunately, yes. At the time of the Krogan Rebellion, Korgan tactics consisted of outnumbering and overwhelming enemies. Krogan were able to breed much quicker than other species so huge loss of life was not as much of a deterrent to their style of fighting. The Krogan had pushed the Turians back to Palaven and were fitting engines to asteroids to guide them into impacting the Turian homeworld. The Salarian Special Tasks Group reasoned that the only way to slow down the Krogan was to stop their ability to replenish their front lines so rapidly. Outright sterilisation would have been seen as a war crime so an alternative was used; the genophage.

The genophage does not cause sterility, but it affects the chances of a female having a healthy baby. Once it was complete, the Turians deployed it in a last-ditch effort to save the galaxy. It worked. The Krogan Rebellion ended. But STG scientists wondered if, given enough time, the hardy Krogan biology would simply adapt and overcome the effects of the genophage as if it were simply another illness.

It was absolutely necessary. The Solarian Special Tasks Group overstepped their bounds by uplifting the Krogans well before their race was ready. While it did end the short term problem of the Rachni, it created an even worse problem when the Krogan got expansionist ideas.

Fighting a protracted war with the Krogan would have been a disaster, their rate of reproduction and hearty physiology gave them too many advantages. The best option at that point was to find some way to neutralize the Krogan without protracted conflict. While it may be a disturbing option to many, the Genophage was most efficient way to save lives in the long term.
