The Quarians created the Geth and their loss of their own home-world is their own responsibility. Surely the Council could find a new world or help support the migrant fleet in exchange for their technological skill, a large monetary reward later and their own loyalty. Instead the councils policy has alienated the Quarians and forced them to trade with the less than reputable elements of galactic society. If the Quarians eventually claim a world and begin to grow again, they would show only disdain for the Council that betrayed them.
What was the rationale behind this policy?
Now I am not an expert in quarian history, I specialize in krogan-turian relations post reaper invasion. However the relationship between the krogan wrex and the turian garrus has always fascinated me. Among their crew under the Shepard was a quarian named tali vas Normandy. In wrex's memoirs he notes that the a) the quarians were never full members of the council in the first place and b) the council believed that given a second chance the quarians would once again attempt to recreate an ai, which is forbidden by the council.
