Why did President Kimball withold troops from the Mojave Wasteland prior to the 2nd Battle of Hoover Dam?

Was it really because of political purposes? After I got out of the NCR Army I worked as a caravan escort, and I heard a lot of RUMINT from old army buddies that Kimball had entire battalions of Rangers "chasing ghosts" in the Baja. What's going on?

I can't help but think that if we had had more troops at the battle, it wouldn't have ended with a couple thousand Securitrons forcing the NCR to sign a new treaty at gun point and essentially formalizing House as the king of New Vegas, as well as cutting off the NCR from the waters of Lake Mead forever.

Is this Bichard Barrier again? He has a particular axe to grind with the NCR and Courier 6 for some reason. His work, which for whatever reason has seem to caught on with the computer network denizens, never fails to espuse two points:

  1. The man known as Courier 6 has no basis in reality

  2. Even if he did, he did not accomplish the feats described in the Gospels of Joshua, the Gospel of Boone, etc.

Thus he continues to attribute Courier 6's achievements to Robert House, the Legion, the Fiends for all he cares, it doesn't matter to him.
