It is based on the principle of victoribus spolia, or "to the victor go the spoils." It's a little-known fact that Victor was actually the figurehead for an economic conglomerate that held extensive land and resources in Ancient Rome from about 100 B.C. through about 400 A.D., when sources suggest a major rift occurred in the conglomerate. Of course, like many things, the Victors were a relic of Ancient Greece. Interestingly enough, it was the prominent victorian Cicero who coined the famous lament of the day, vae victis, in direct response to the lasting impact of the first recorded Victor, Herodotus.
No you see, its not victor it's actually the Victors that write history. They're all named Victor.

Much of this has to do with how the west interprets the actions of Victor Von Doom. For many armchair historians, Von Doom is viewed as a petty tyrant, but if you take a more objective focus you can see him as a more complex historical figure. Latveria was in a precarious place, geopolitically, maintaining it's independence from both Soviet and NATO influence throughout the end of the 20th century.
If Victor Von Doom is, as you said, the one who writes history, it's only because this independence. Yes, it can be frustrating when you see college students wearing those green Doom shirts, without knowing the history of oppression in Latveria, but that doesn't mean he's not a person worth studying, or that his ideas are not worth learning about.
One concern we should have is that Richard's apologists have created a knee-jerk objection to Victor written history. It rejects the importance of Von Doom's work in temporal travel. If one is writing the history of Blackbeard, for example, should we not consider the role in Victor Von Doom in sending Benjamin Grimm back in time?
Yes, history should not be written by any one man, but if it was to be written by the Victor, then Doom is the one we should look to. Remember, there is no will but Doom's.

The name 'Victor' constantly appears throughout history. It's amazing how often the name appears and even across cultures. There are also wild stories about this man 'Victor' appearing from within a blue box and holding a strange humming device in his hands. Various records depict this 'Victor' as, amongst other guises, a tall man with dark curly hair, or as a blonde man with a colourful robe. There are also reports of a 'Victor' as being a short man with a hat or a man playing a flute.
It is hard to tell just how or even if these 'Victors' are connected in any way. Perhaps they are part of a secret cult. Or perhaps they are aliens.

On top of what has been said already about the many Victors giving rise to this saying, the expression gained newfound local popularity in Sweden with Dag Victor, especially his "Legal systems and science: studies on a model for ideological systems". It was at the times controversial, not only for his arguments but also because of its unusually strong historical basis in what was in fact a legal dissertation. Hence it was especially poignant that the Victor writes history.
