Why did NASA decide to send the frontman of a pop-punk band to the moon instead of a trained astronaut?

Why send Billie Joe Armstrong to the moon? He wouldn't have known anything about being an astronaut. What did he have that NASA felt made him the perfect guy to go to the moon.
