Well it's also dependant on how well you command the horse. The horse does what you tell it to, it doesn't look at the other horse and be all "imma race this horse, eat my dust pony boy" it just takes your command to "go fast in this direction"

Same as car racing. You can take 2 of the same model car and have 2 drivers do a lap, one driver will do better than the other
