Are current day US territories treated the same way as continental US territories that eventually became states, with regards to taxation, voting rights, government benefits, etc?

You are right that as framed, the question is just begging for people to break the 20 year rule, but if you feel like resubmitting, and just asking how the administration and status of American territories has evolved, that would be fine I would say.
