Could a real Pope do this? Are some of the Church's property mankind cultural heritage, and thus, it can't be sold or bouhgt? Could the Pope decide to open to the public the Vatican museums and gardens, and made them be free entry? If not, who holds that power?
The Pope is the supreme legislator of the Catholic Church as well as the supreme judge, so, under canon law, he certainly has the authority to do so. Outside of the diocese of Rome's own property however he could be thwarted: It's possible that, under various national laws, a local bishop may successfully refuse such an order.
