The water bottle was a crucial part of the Roman legionary's kit, and so every one would've had access to water at one point or another. During campaigns, of course they'd drink water - who wouldn't need to stay hydrated? - but during the heat of battle, I highly doubt that they'd have had a second to stop and drink unless they were nearer to the back of the formation.
