I'd waver more towards 'nepotocracy', if there is such a thing? As it evolved more and more important jobs were left to people with no experience or ideas, who simply had the ear of the Fuhrer.

The most important thing to consider is the notion of 'working towards the fuhrer'; rather than even having organised policies the government was largely left to make decisions they thought Hitler would approve of, and thereby gain more influence.

Having government left to simply interpret the whims of the leader is little more than a simple dictatorship.
