Building it might have been possible, but getting it to the front without it breaking down would have been problematic, tigers regularly suffered from mechanical issues and were nothing compared to what the Ratte was intended to be. At best it would have been a good propaganda tool and morale booster, at worst it would have been one of the biggest wastes of resources in the history of war, as allied aircraft would have made very quick work of it.
