Frederick Douglass Question

I just have a question about that interpretation of one of his quotes, " Power concedes nothing without a demand. It never did and it never will" Unfortunately I do not think I fully grasp the concept of which he is referring to, and hope you guys could help educate me on it.

Basically Douglas is saying that it requires demands to bring about change. And that without putting pressure on those in power, they wont give in to the changes you want to see.
