For example the famous theme from Psyco's shower scene is certainly both, but that was there to accentuate the cinema and create drama. Do you mean things like this or do you mean things like the soundtrack to Easy Rider, which was supposed to emphasize some counterculture ideas and as such included some music that might be considered strange to some listeners. (Strange and Discordant are both adjectives when it comes to music and can mean different things to different people)
