Seeing as there are multiple instances of mass strike movements which were put down with government force (1877, 1894, 1919), why is it that there was never real coordinated resistance beyond impromptu skirmishes?
Do you consider Shays Rebellion to be an impromptu skirmish? There were at least 4,000 people who confessed to participating in the year-long rebellion. I don't mean to ask this rhetorically, rather as a clarification question.
