I can give you an insight in how the Netherlands were between WW1 and WW2. The army still fielded WW1 era rifles and owned a single tank. Now keep in mind we had several over sea territories we defended. So the Netherlands fielded mostly WW1 era weaponry. Part of the reason the Germans defeated us with relative ease till they met chokepoints.
