How did Indians become so Culturally Anglicized?

I'm assuming that my assertion is true. I'm aware of the quote from the British administrator that the Raj sough to make men "indian in color" but "British in language and temperament". Nonetheless, how has been so successful? Similar efforts haven't been as successful, even in Ireland for instance.

That can fill several books, if you have the interest and time I suggest you listen to these lectures. Professor is really good, an Indian Professor at UCLA, and eye opener. They are 20 lectures in total but worth watching if you are interested in the subject.
