Why did USSR use so many vetoes in 40's to 60's in the United Nations Security Council?

I found that the Soviet Union used 79 vetoes in the first 10 years. Who/what was targeted with these vetoes?

They seemed to have stopped around the end of the 60's. Why didn't they resume this kind of veto use?

You can see a list of vetoes here. The reasons for some vetoes are obvious - eg. a resolution on events in Czechoslovakia. However most of the USSR's vetoes were targeted at states attempting to join the UN - Ireland, Portugal, Transjordan, Italy, Austria, Japan, and assorted others. I don't know why they opposed these resolutions so persistently, and then why the use of the veto fell so sharply in the 1960s.
