To the best of my knowledge there has never been a "war referendum". However, the idea has been kicking around since the very late 1700's.

when the US went to war against Saddam Hussein that was close to a referendum as the military was waiting for Congress to approve the invasion. But by referendum I think you mean like a public vote?
