While JFK was certainly better than his predecessor in regards to Civil Rights, his administration was hampered by his needing the Southern vote for reelection. No civil rights legislation was passed during his administration (LBJ passed it), though he did try.

What he did do: -met with Civil Rights leaders -worked behind the scenes to mediate disputes (such as James Meredith's entry into the University of Mississippi) -spoke out at times in support of civil rights

But he also: -let the prosecutions of murders and beatings of civil rights activists be handled by local law enforcement -allowed the wiretaps to MLK and other civil rights leaders -was inconsistent in his support for civil rights, often criticizing the movement publicly for instigating violence

It was clear as time went on, he became more and more sympathetic to the movement, but he was hampered by politics.
