Were there changes in police policies that hadn't been announced before the King verdict? Did neighborhoods change significantly? Did the relationships between street gangs change?
In 2012, a number of "20 years since" articles were written about the riots, some of which may interest you.
Not so much the changes after but for more context on the demographic and sociological changes leading up to the Riots I would recommend watching the commentary on the 'Falling Down' where they interview local journalists and academics. It explains a lot of they back story of what motivated the main character and what led to his background. The really interesting thing is a lot of what they talk about regarding the sociological and demographic changes happening in LA since the 1960's was very prophetic as, unknown to most viewers, you can see the smoke from the LA Riots in the back ground in the final scenes of the movie.
