The Emancipation Proclamation only ended slavery in those areas of the country which were not in rebellion against the United States. It continued in the Confederate States until the end of the Civil War. On June 22, 1865, the last remaining Confederate troops surrendered and the Emancipation Proclamation could be enforced throughout the United States.

Slavery was not officially outlawed in the United States until the official ratification of the 13th Amendment was announced on December 18, 1865. It outlawed slavery except as punishment for the committing of a crime.
