There's no such thing as "pure" fascism. Scholars can't even agree on a definition of fascism, let alone which of the regimes, leaders, parties and groups which have been called fascist at one time or another were "actually" fascist. And even those fascist regimes that most scholars agree can be labelled as such (Mussolini, Hitler, and Franco's being the usual suspects there) had enormous differences in their ideologies and how they behaved. So the meaning of the concept is actually very flexible, and very much up for debate. As a result, there's no consensus and basically no possibility of consensus over what a "pure" fascist regime might look like.

This is a very good question, but is this even within the scope of this subreddit? It has elements of sociology, political science, philosophy, but no mention of fascism in a historical or historiographic context.
