My friend recently learned that Napoleon dictated a book on Julius Caesar before he died. We are only able to find the book online in French, and we're wondering if anyone has come across an English version.
Also, as a bonus question, if my friend pays for the work to be translated, who owns the writes to the translation?

The question of ownership of rights to the translated work when the original work is out of copyright is determined by the contract(s) signed between you, your translator, and if you are publishing the work, your publisher. There may be two different contracts, one between you and your translator, and another between you and your publisher. Typically, for translated works that are out of copyright when translated work is to be published, the translator owns the copyright. In some cases the publisher owns the copyright. Everything comes down to how the contracts are written--and ultimately what your translator is willing to agree to.
