In other words, was the Fascist model practically applicable the same way Marxism has been adapted to the famed Scandinavian Socialist Nordic system, or was it dependant on Totalitarian ruthlessness, and has there been any attempt to establish a Fascist state peacefully?
No, not a Fascist State. The whole point of fascism is extreme centralization of the state. This makes violence a necessity to suppress organizations outside the realm of the state.
However, there were various countries that experimented with Fascism's corporatist model. Weimar Germany experimented with corporatism before Hitler came to power. The New Deal in America had a corporatist system for about two years. But those are too short to really be relevant.
