Why is Napoleon I not generally accepted as an "Enlightened" Monarch?

Enlightened Absolutism

We know that while he didn't always allow Freedom of Speech, but few if any on the list took the Enlightenment to its full extent. He at least espoused religious tolerance and some meritocracy as far as I'm aware.
