This is a what-if question, so this may not be the best place for this sort of question. However, the chance of the USSR allying with the Nazis is zero, simply because it was so deeply engrossed in Nazi doctrine that the Soviet Union-or at least, European Russia-needed to be conquered by Germany. That's not to say that there wasn't any rhetoric-there were serious talks about letting the Soviets into the pact, with at one point Hitler telling Molotov, Stalin's foreign minister, that the two would form an alliance against the capitalist West-but it was all bullshit and smoke and mirrors, with Hitler continuing preparations for an invasion of Russia nonetheless. In addition, the Japanese would also likely pull out of the alliance-the Japanese were already furious by the Molotov-Ribbentrop pact as they considered it a German betrayal of the 1936 Anti-Comintern pact, and had reached out to Polish intelligence to cooperate. Japanese fears of communism were, to put it mildly, to the point of paranoia, so it seems unfeasible that while a non-aggression pact-as what happened-would not be out of the question, a full-blown alliance with the communists would not be taken well by the ruling party or the military.
It's also unlikely that the Soviets would have stayed put, either. Estimates were that Soviet military strength would eclipse Germany's within two or three years. Stalin also had strong interests in the Balkans, which conflicted with those of Germany. In all likelihood even if Germany had abided by the Non-Aggression Pact, the Soviets would have invaded anyways.

If you want to restate the question, not asking about what would have happened, but instead asking about what the intent of the Pact was and whether there was support for turning it into a full alliance, that would be fine though.
