The groma. It's accuracy is limited for a number of reasons. But physically your eye's iris can only open so wide, which means it's impossible to resolve angular errors below the diffraction limit. That doesn't mean that one section of road won't be remarkably straight. Surveying was a profession by this point in history, so they all kinda did it the same way and the error in the process roughly agrees with expectation.
