Forgive me if this is the improper subreddit. My in-laws won this large wrought iron Romanov family crest at an auction near Toronto, Canada. We're trying to figure out where this could have been from, and what its purpose was.
The banners at the bottom read (in Latin characters) "ALMA INKERMENN MALAKOFF BALAKL(AVA)" - part of the last banner has broken off.
There are also what appear to be four flags. From the left, a vertical triband with an eagle finial. The next one to the right is another vertical triband, with a spear finial. The next appears to have the Union Jack in the canton, with a spear finial. We believe the last flag on the far right is an Ottoman flag - it has a star and crescent moon - with a crescent moon finial.

It's some manner of commemoration of the Crimean war. The flags represent the four Allied combatant nations, plus the Russian crest. The tricolour with the eagle finial is the French flag, while that with the spear finial is the flag of Sardinia-Piemont. The next is the Union Jack, and the last is the Ottoman flag, as you've identified. The banners carry the name of four major battles of the Sevastopol campaign. These are the Battles of Alma, Inkermann, the seizure of the Malakoff and the battle of Balaclava. The last is most famous for the Charge of the Light Brigade.
