I'm really just asking how the US government began using the government. Like once the Internet began emerging as a widespread technology in the '80s, what actions did the US government take?
The U.S. Government started the internet. Arpanet also see J.C.R. Licklider. The release of it for the public's use came from a law called High Performance Computing Act of 1991.
