There were high hopes among Allied leadership that a decision might be sought that year. The February Revolution and the French Army Mutinies essentially put that on ice. In 1918 there were fears that the war might drag on into 1919, but they were put paid by the Hundred Days Offensives (though not entirely), and the subsequent armistice.
