Help me understand the political party "flip" that occurred because of the CRA of 1964.

Hello Historians! I have had some discussions lately about the Democratic/Republican ideology shift that occured relative to the CRA of 1964. Someone brought up this National Review article and I am still trying to understand what happened:

I always thought that the ideologies flipped for the parties, but apparently there are nuances to this event.

Doing this from my phone, so I'll be brief, but the party sorting started with the dawn of the modern presidency and escalated until Reagan, H.W., and Clinton and the age of divided government. Focusing on one event in this process as a definitive reason would leave the processes of political time unaccounted for - while this did have an effect, there are a host of reasons for this sorting, which really was only finalized under Clinton. If there's anything more specific I can answer, please let me know - I apologize for my concise answer to a rich and complex topic.
