No. The timeline for the making of the atomic bomb was such that by the time they started thinking it was around the corner, and thus started worrying about targets and actually getting the bomb to them, Germany's defeat was inevitable. Even very early on (in 1943), though, they focused on Japan as the probably country that might get it dropped on them if they were going to use it, though initially they spoke primarily of truly military targets (like Chuuk atoll, which was basically the Japanese equivalent of Pearl Harbor — huge naval installation, very few civilians) as opposed to cities. The first truly concrete targets discussed (all cities) were not batted around until very late April 1945, about a week before V-E day. The discussions were, completely focused on Japan, and completely focused on cities.
Roosevelt expressed some informal interest in using it on Germany in late 1944 but it wasn't ready, so the idea was not taken seriously.
