In the Civil War context, a political general is normally a person who had very little prior military service, and especially no professional military education, but was given a high military rank due to political office or connections. These promotions were perhaps necessary due to the overall lack of military experience, but were generally ineffective, especially in high command. Officers with a political background who were able to spend time in subordinate roles were generally more effective. Black Jack Logan is one example.
