The Canadian population following the American Revolution was largely French-speaking Quebecois and Acadians, with a large contingent of Loyalists who had fled the US. The Francophones were worried the Americans would interfere with the Church and swamp them with Anglophones, while London had already adopted a very hands-off policy. The Loyalists had just escaped the rebels, so they were hardly interested in submitting to Washington.
