Why did the Meso and South American native people develop advanced societies with complex economies and urban-based civilization, while the North American natives hardly advanced past nomadic pastorialism?

North Americans did not "hardly advance" past nomadic pastoralism. There were a large number of sedentary, even urban, cultures in what is now the USA and Canada: Missippian cultures in the central US, Pueblo cultures in the US southwest, cultures in US northwest/Canadian southeast, etc. You can read a great response about the urban Mississippians here, and some shorter ones here and here.
