That's the "國民革命歌" or "Revolution of the Countrymen (?)." It was developed in Whampoa Military Academy. Other than that I don't know too many other details, unless you're referring to the fact that it has the tune of Frere Jacques, which was a relatively popular childhood song in China (called Two Tigers, Liangzi Laofu).
