Yes. The United States acquired the Philippines as a colony in the aftermath of the Spanish-American War and the 1898 Treaty of Paris. This precipitated the protracted Philippine-American War in which native Filipinos who had organized a government and assserted independence were defeated by the Americans.

The US held the Philippines for the following decades, during which Filipinos were allowed increasing participation in the colonial government, culminating in the inauguration of the Philippine Commonwealth in 1936, with the promise of full independence in 1946.

This was interrupted by the Japanese invasion which drove out the Americans in 1942. The Americans returned in 1945 and regained control of the archipelago after bloody and destructive fighting.

The Philippines was devastated by the war. Nonetheless, the independence date was sustained and, on July 4, 1946, the Philippines became an independent sovereign nation... albeit one in which American citizens had full parity of rights to exploit economic and natural resources as native Filipinos.
